Transfers are ranked by how much they improve your squad's best legal XI (formations, captain doubled) over your chosen horizon — not by individual player xP — so cheap bench players who never make the XI are not treated as sells, and rotating keepers are valued as a pair. Budgets use your actual selling prices, reconstructed from the public transfer log (purchase price + half the rise, rounded down) plus bank. The one approximation left: players bought and re-bought before GW1 can only be priced at season start. Transfers made since the last deadline aren't visible to the API until the gameweek starts: record them under the squad and the bank, sell prices and recommendations update as if they had happened (kept in this browser, cleared once the API catches up). A recorded transfer that looks over budget is accepted with a warning, since the reconstructed prices can be a notch off; recommendations still work to the estimated limits. Price Δ is FPL's own progress toward each player's next price change, as on the Prices tab.
